In the POEMS project various research instruments were developed. The first instrument was the template that the national experts had to use in order to report on the national situation in their Member State. The second instrument was the protocol used for the victim interviews. The functioning of protection orders in practice was also commented on by 58 female victims of intimate partner violence and stalking by their ex-partners. In the four partner states (Finland, Italy, Portugal and the Netherlands), victims were asked about their opinion and experiences in relation to criminal (and quasi-criminal) protection orders.
